The authors explore the threats imposed upon Inuit of the Arctic as a result of climate change and environmental degradation, and their capacity to respond to these threats through self-determination and self-governance mechanisms. The paper also considers the limited capacity of the federal government to deal with northern environmental issues and the potential for enforcing environmental agreements and human rights.
