This framework is intended to guide the Government of the Northwest Territories in the delivery of quality, culturally appropriate, mental health and addictions programs and services locally. Developed in consultation with northern residents, social and health services providers, and Indigenous governments, the framework is grounded in a population-health approach and builds on existing strengths of connectedness to culture and community as foundations for prevention against mental health crisis and substance abuse.
