This statement calls for States to act within a human rights framework to ensure that measures taken to address COVID-19 do not violate the economic, social and cultural rights of the most vulnerable populations. It articulates how certain populations are disproportionately affected by the pandemic and then provides recommendations for taking actions within a human rights framework.
